IPA 2014

The European Union established an instrument to support countries in the process of accession and joining the EU in March 2014 – the Instrument for Pre-Accession Assistance II – for the period 2014-2020. The project "Development of an Integrated National Qualifications System in the Republic of Serbia," worth 1.38 million euros, is one of the IPA projects through which the European Union, as the largest donor in Serbia, supports the modernization of the education system and alignment with the standards and practices of EU countries. The project is managed by the Ministry of Finance, Sector for Contracting and Financing Programs from EU Funds.

The project began implementation in February 2019 and will last until February 2021. The main goal of the project is to provide support for the establishment of an integrated National Qualifications Framework in the Republic of Serbia, as well as to align the education and training offerings with the needs of the labor market.

Project activities are focused on:

  • Strengthening the organization and capacity of the Qualifications Agency;
  • Developing qualification standards;
  • Reviewing and developing sector profiles;
  • Developing the NQF registry;
  • Establishing a system for the recognition of prior learning, as well as
  • Enhancing social dialogue between educational institutions/training institutions and social partners.
