JIBE – Joint Qualification for Innovative Building Efficiency
Erasmus+ Project Forward-Looking
Project Number: 101259716
Duration: April 2026 – March 2029.
Project Description
The construction sector accounts for about 40% of total energy consumption and is responsible for approximately one-third of global CO₂ emissions. Therefore, it plays an important role in the transition to a low-carbon economy by 2050. In this process, buildings are increasingly becoming smart and adaptable parts of energy systems. The development of technologies such as artificial intelligence, the Internet of Things (IoT), and big data analytics increases the demand for highly qualified professionals in this field.
The JIBE project addresses the lack of necessary skills in the smart building and electrical engineering sector by developing an innovative joint approach to higher vocational education and training. Partners from Croatia, Slovenia, Italy, Serbia, Austria, and Slovakia are involved in the project. Its goal is to contribute to the development of a highly qualified and mobile workforce and to stimulate innovation in vocational education and training systems, both in practice and at the level of educational policies.
A specific objective of the project is to develop and test a joint qualification at level 5 of the European Qualifications Framework (EQF) for an expert in smart buildings (Expert in Building Intelligence). The qualification will be accompanied by a framework for recognizing learning outcomes, promoting mobility, and increasing the attractiveness of vocational education and training, in line with the needs of the economy.
The development of the qualification will be based on an analysis of the required skills and active participation of employers, ensuring that its content meets the real needs of the labor market. A flexible learning structure is planned, which includes a joint curriculum, three micro-qualifications, digital teaching materials, joint project activities, and a digital twin of a smart home as a practical learning environment.
Within the project, the developed learning models and joint qualifications will be tested, including teacher mobility and a summer school for students. Collaboration among vocational education institutions, employers, and decision-makers should ensure the relevance, sustainability, and applicability of the project results in the six participating countries.
The Qualifications Agency of the Republic of Serbia, as a partner in the JIBE project, participates in the analysis of required competencies and the development of the profile for the joint qualification for smart building experts, as well as in establishing a framework for recognizing learning outcomes. Relying on its expertise in the field of the National Qualifications Framework and quality assurance, the Agency contributes to aligning the development of the qualification with the needs of the labor market and relevant European frameworks..
