Agency for Qualifications at the ETINED meeting of the Council of Europe in Strasbourg

At the tenth plenary meeting of the Council of Europe Platform for Ethics, Transparency and Integrity in Education (ETINED) and the International Forum "Transparency in the Management of Higher Education Institutions," held from October 14 to 16, 2026, in Strasbourg, a representative of the Agency for Qualifications participated.

The plenary meeting marked ten years of ETINED platform plenary sessions and brought together representatives from states, international organizations, and experts to discuss past results and future priorities. Among the topics were the availability of education data, preventing fraud in education, and the development of a new Council of Europe convention on transparency conditions and quality assurance for the automatic recognition of higher education qualifications. The priorities for the platform's work for the period 2028–2031 were also discussed.

For the work of the Agency, issues of the reliability of qualification data, the status of educational institutions, and the authenticity of documents are particularly significant. Accessible and verifiable information represents an important support for fair and efficient recognition of foreign higher education documents for employment, as well as for maintaining trust in qualifications.

The International Forum, held on October 15 and 16, was dedicated to the role of transparency in strengthening the accountability of higher education institutions, public trust, and student participation in governance. Through panel discussions and group work, ways of collecting and publishing data on higher education, research, and institutional management were examined, with particular attention paid to their accessibility and comprehensibility to various users.

The topics of the meeting are directly related to career guidance and counseling: reliable information about educational programs, qualifications, and the opportunities they provide enables individuals to make informed decisions about continuing education and career development.

Participation in the work of the ETINED platform provides the Agency with an opportunity to exchange experiences and monitor European approaches in the areas of qualification recognition, quality, and ethical practices, as well as to connect those experiences with the improvement of services provided to citizens.
