GENERAL INFORMATION
The Agency was established by the Government of the Republic of Serbia on September 7, 2018, through the adoption of the Decision on the Establishment of the Qualifications Agency (“Official Gazette of RS”, No. 68/2018).
The Decision was based on:
Article 14, paragraph 1 of the Law on the National Qualifications Framework of the Republic of Serbia (“Official Gazette of RS”, No. 27/18),
Article 9 of the Law on Public Agencies (“Official Gazette of RS”, Nos. 18/05, 81/05 – correction, and 47/18), and
Article 43, paragraph 1 of the Law on the Government (“Official Gazette of RS”, Nos. 55/05, 71/05 – correction, 101/07, 65/08, 16/11, 68/12 – CC, 72/12, 7/14 – CC, 44/14, and 30/18 – other law).
This Decision came into force on the eighth day after its publication, i.e., on September 15, 2018.
The Agency is located at 51 Majke Jevrosime Street, Belgrade.
COMPETENCIES OF THE AGENCY
The Qualifications Agency:
Reviews initiatives for the introduction of new qualifications and modernization of existing ones;
1a. Proposes amendments and additions to qualification standards to align with new regulations in the fields of education and labor/employment;
Provides expert and administrative-technical support to the work of Sector Councils;
Prepares drafts of qualification standards;
Maintains the Register and ensures the entry of data into the relevant sub-registers;
Classifies and codes qualifications according to the KLASNOQ system;
Conducts the recognition of foreign educational documents;
Carries out the process of professional recognition of foreign higher education qualifications for employment purposes, in accordance with this law and the law regulating higher education;
Conducts the initial evaluation of foreign study programs in the procedure referred to in point 7, in accordance with this and the higher education law;
8a. Evaluates public documents obtained in other religious educational institutions, in accordance with this law and the law governing churches and religious communities;
Grants authorization to other organizations to obtain JPOA status (Publicly Recognized Adult Education Provider);
Determines the amount of fees for public services under items 6, 7, and 9 of this Article;
Maintains records of professional recognition in accordance with this and the higher education law;
Conducts external quality control of JPOA providers at least once during the five-year authorization period;
At the request of the ministry responsible for education, provides reports on the fulfillment of conditions regarding adult education activity plans and programs, program delivery, personnel, premises, equipment, and teaching aids;
Monitors career guidance and counseling activities and the implementation of service standards;
Provides expert support to the Office in the process of linking the NQFS with the EQF and the QF-EHEA;
Prepares development projects, analyses, and research relevant to the development of qualifications and proposes measures to improve quality assurance in the overall system;
16a. Provides information to individuals whose foreign higher education qualifications have been professionally recognized about opportunities to access regulated professions;
Performs other tasks in accordance with the law.
The tasks listed under points 4, 6, 7, 9, 10, and 11 are entrusted tasks performed by the Agency.
